2. How it can be still displayed? show us/share link, we need evidence to give you answer.

Disabled pages are not active for Guest users, only logged Super User may see them.

The unpublished page is only available to Super User. For any other user, this will be 404. And I find it quite convenient. For example, if your site is running Joomla standard search, it will find all published SP PB pages even if you haven't added them to the menu. Having removed the page from the publication, you, as a super user, can continue to develop it.
