Inner Section - Use / Advantages

Hi, Could someone point me out what are the advantages of using an inner section AND a text block over the use of a text block in a section without a inner section? Example : https://test.happaerts.net/images/capture/section-in-section.jpg

How can we get an inner section in a section? Thanks, Marc

Article is ok, explains also how you get the inner row. But in the example I showed you, the only reason I can think off is that the inner row restricts the max width to 750px and probably centers the text. Is that correct? So why use an inner section for that?
