1. You can use almost any Helix Ultimate based template, also raw one.
2. But you have to be very careful about content, sizes, colors (contrast), descriptions and using media
3. We also recomemnd using: https://www.accessibilitychecker.org/ or similar WAVE
4. If you live in EU we have WCAG 2.1 rules. In USA they have Section 508.

People nor template are not "disabled" , in general we call it Accessibility (WCAG & ADA). There are whole books and studies about this not easy topic. Building such a website is a challenge. Yes it is fully possible, but it will not be an easy task, everyone who knows the subject more will agree with me on this matter.

For Chrome and Firefox browser there is addon "WAVE" it's very useful to find basic accessibility mistakes, errors.

Joomla 4 admin is also useful for editors with disabilities. So probably you don't have to change anything.
