I can see the offcanvas bar on the phone. It is working fine. I have checked from a android mobile device too.

It is already turned on. Please clear your Joomla cache and Browser's cache and then check. If possible, then check with a different browser.

I can see the offcanvas menu. I think we are talking about different things or places. Please share a screenshot of your issue and the specific link to check.
