Animation Not Working

I have animation on my top section/row that doesn't appear to work. (an arrow set to "bounce in down" and a logo to "bounce in right")
I need to add this is a problem only on a tablet device.
I think it really works, except the margin settings or column restrictions prevents the animations from working. So the arrow and logo will either appear on the page, or sometimes they won't appear at all.
In the next section below, I recreated the same animated items but they have no special formatting except to animate. As you will see, they work fine.
My question: is there a way to animate the arrow and logo in the confined space (as in the top section)? Animations work fine on the rest of the page.

Accepted AnswerBelow is the login info. The animation issue is on the homepage, at the very top section. I have created 3 individual sections (one shownig up for each device)
The animation works fine on the Desktop version. The animation does not work on the Mobile or Phone versions. However, you will see if you scroll down the page, other animations work fine.

Accepted AnswerI just checked the "Find family here". On my phone the arrow or logo does not animate. Was there something you wanted me to do?

Accepted AnswerYes, that fixed the problem for the mobile. What is the solution? I would like to repeat what you did to make the Tablet version work as well. Thanks for your help!
