How do you best recommend I move article TAGS to show below article instead of above article and image by default?

If I may....

if you don't want to touch php code, I think the only reasonable way is using Custom CSS with "order" CSS3 feature to change order of elements (classes) in that view.

But at least in my raw Helix Ultimate template I have tags below the article content, so I can only guess that you have different template name. If yes, share its full name or URL to that article view.

Thank you both Rashida and Paul. I don't know how I did it, or what did it, but once I cleared out my browser cache and restarted, the tags are below my article now!
