Can't Configure Unitversity Template

Hi, I downloaded university_quickstart_j3 (University template) and trying to go through setup process with server running on Apache 2.4 and Php 7.0. But from console i see the following error index.php:12 Uncaught ReferenceError: jQuery is not defined at index.php:12:3
I tried different versions of PHP, but jquery issue remains the same.
How I can fix it?

Apologies for the inconvenience.
Could you please make sure you are not using any javascript compression plugin or any third party extensions on that page? If you've used any third party plugin on your site then please disable those and check if any of them are causing the issue.
