Since SP Page Builder does not have categories now, the permission should not work. Have you checked it? Try different user and check the permission. Is it working like before? Please check and let me know.

I have checked it. Another user should edit a page that was previously assigned categories and rights. He didn't have access. I need to give this user higher privileges. But that doesn't make sense because this user shouldn't have all the rights! I need to somehow delete the categories and revoke the user rights. This is a big problem for us, since other people have to edit pages from time to time. And if these rights can't be changed then at some point we'll have users who can do anything. But that shouldn't be the case.

The developer will try the fix on the backup and share it with you. Basically, we will remove the categories from your SP Page Builder data. So that it will not affect SP Page Builder pages and User ACL will be invalid here.
