That's strange, because in a fresh new installation of Joomla 4 and SPPB 4.0.7, the layout bundles are all there.
I was also able to import the layouts.

I suspect that there is a local problem here.
Which has happened to me before when I built a new module for the company.
The Module should load external data and show it to the user.
But as long as i had the joomla system-cache enabled, the module did not load the content, joomla only delivered the cached data.
Further testing had then revealed that the code itself was no longer executed at all.
Joomla has directly delivered the cache without retrieving the data again via the module.

Please check if the Joomla system cache or an extension like JCH-Optimize is active.
The page cache of JCH-Optimize can also cause this.
The layouts should be displayed in any case under Joomla 4 and SPPB 4.0.7.

Only the import is bound to the license according to the source code of the SPPB.
If it is not due to a cache, I would like to ask you to provide me access to one of the staging pages, I would like to check the reason why the layouts are missing.
