.webp - yes, but first you have to add support inside Joomla Media (!): Content > Media > Options. Then you can use it inside Image and Gallery addon etc.
about 2nd one, I never used - so I cannot confirm/deny.

And full AVIF support will be released in PHP 8.1, so your Joomla have to use it.
