I want a "blur" effect for a image but it doesn't work:
What can I do?

This is not Blur for image, but for box-shadow.
Please read CSS guides about Property Values:

- https://developer.mozilla.org/en-US/docs/Web/CSS/box-shadow
other values must be added, for example, spread - not only blur as you did.
