I have been adjusting colors in custom.css for several days now. Sometimes it's working, but then it disappears again. Can I get help with your templates? I'm not a beginner, but this tops everything

I made a custom.css in the folder css, with my css, but it is not working!!!!! How can i compile CSS in this template ?
