Please go to Layout Builder in the Template Options and enable these positions. You have to take the position if not taken there.

I know that the Content Top positions module always appears in the Helix template, this position is not available in the Layout Builder. But in Jewels template you have turned it off. I don't know where to turn TOP1 position back on. Can you tell me which file I need to edit?

Please go to Template Options -> Basic -> Header -> Predefined Header and check Top Bar header view. It is what you are trying to achieve.
