Problem: Request Failed With Status Code 403 From Page BUilder 5.3.7

I have a problem with the error mentioned: Request failed with status code 403 I know that the problem is described many times and mentioned in the documentation. But all recommended solutions do not work.
- security mod on the server is disabled
- permissions are granted correctly
- this is a clean installation, not migrated
- all rules are entered in the htacees file
- cache is enabled
- rocket_loader in cloudflare is disabled
What else could be causing the problem?
