When you ask a question on the forum and are going to edit the site, you should turn off the JCH Optimize (and any other caching/compress) and completely clean its cache. Do not turn it on until your problem is solved.
As for your question, there are two options.

You can create a new section below, transfer all your menus there, and then, through CSS, return their visual location to the top of the page. CSS skills are required

Or you can create your own offcanvas menu, instead of what is in the template and place it where you need. CSS/HTML skills are required
Note: Your Header contains many unnecessary elements and some ID doubles. This is all garbage, and ID doubles can lead to improper work of the site.
Try to completely avoid the use of SP PB modules, for so small in volume of the content of elements. This is the same as building a nuclear power plant for only one light bulb. Use HTML in Custom module and CSS instead of SPPB module. Then you can reduce code volume several times.

It is felt that you are not an experienced webmaster. Therefore, to solve the problem with the offcanvas menu, just hire someone.
