Payment Plugins do Not Respect Joomla ACL In EasyStore

Using the latest EasyStore 1.4.1, payment plugins still do NOT respect Joomla ACL settings and are shown to everyone, no matter what their ACL setting is.

This is very similar to the previous ACL issue with products. It is now fixed for products, but not fixed for Payment Plugins.

Here's the backend: https://prnt.sc/Vhafx3DHFfwe As you can see - the "Offline Payment" plugin is set to be visible ONLY to SUPER USERS

Here's the frontend: https://prnt.sc/ShwphcfV3ZtW As you can see - the "Offline Payment" plugin is visible to ALL USERS, INCLUDING GUESTS

This is WRONG and a BUG

Please fix this ASAP. I initially reported it MONTHS AGO!
