Background settings

I am trying to find documentation for the settings for the background image. I upload an image and it's just placed in the menu section.

This is what I'm doing.

the first is I "add section"
I click on the sectionpage to get "settings section"
I then add "background image."

If you look at the template Educon_ii
This is what I am trying to attempt.

But the picture only shows in the menu section not the body.

I hope i've made this clear. Thank you
