Pagebuilder Pro Media Upload File is Greyed Out

just did a backup of a site with pagebuilder pro as a baseline to another site using akeeba. did a restore. site comes up all is well except in pagebuilder media as an administrator the upload file is greayed out. file permissions are identical to the source site. Joomla media manager upload is working. is there a setting somewhere I need to adjust?

Thanks for the info. Excercised items 1-3 without change For 4. I'm using the same PHP 8.2_FPM and in the same pool so those settings are the same I'm assuming all core Joomla and pagebuilder attributes are the same given the backup restore

Super admin works..running pagebuilder 5.4.4 it looks new. Jumped there from 3.8.x could there be an issue with the latest release?
