SP Page Builder works inside component area (becuase it's a component), but it has a SPPB module that you can use in template module positions or inside submenu items. It means that can be used to manage almost whole displayed page. For example, everywhere below the header (logo+menu) area.

Some webmasters use SPPB to built one-page sites then they use Helix only as basic frame.

After all, how you use that tool depends on you. Only time will tell if you've done it right.
