Layout-Frames Not Visible SP PB

I don’t see the design-elements (see image attached) when I put the mouse over the element.

How I can switch it on to see them, when I go mouseover. (it does not display the frame)

Did you mean the move cursor four direction arrow icon, please? Or something else with the word 'frame'?

I found the problem, because it seems it was the switched languague from German (Switzerland) -> to German
