I took this site over from another dev. I thought the gallery feature was built into the template functionality as I can't find a gallery plugin...?

sigplus - is a free photo and multimedia gallerie || https://extensions.joomla.org/extension/sigplus/

In SPPB in most cases you don't need use that plugin, becuase our Gallery addon has most important features. But if you have SIGplus already, of course, keep it.
