Change The Font Size

Hello, I'm currently working on a project and encountered a small issue: when I try to change the font size on the html element, it doesn't seem to have any effect.
Could you help me figure out why this might be happening?

On Helix Ultimate based templates here is the related documentation link:

Path: System> Site Template Styles> Click on the current default template> Template Options> Basic>logo.
