The template you are using is from JoomShaper, but it has been heavily customized, including the use of a custom header. Since this falls under custom development, it is unfortunately outside the scope of our standard support policy.
However, I can share a workaround to help you achieve what you want:
You can handle this with a small custom JavaScript snippet. The idea is to prevent the submenu from opening when the parent item contains an actual link (anything other than #). This way, the submenu will open only when the submenu toggler is clicked, not when the main linked item is clicked.
You may add a script that checks whether the main menu item has a real URL and, if so, disables the automatic submenu opening.
