The Certificate of completion contains text / layout that I want to change.

The documentation is limited.

Where do I change the layout and text for the certificate of completion?

And... how do I make a generic certificate that when a student gets a X% grade or better, a certificate is created?

Currently, you cannot directly change the layout. However, you can override it and make any changes you need. In this case, you would need to hire a developer to implement the required changes according to your needs.
