This is not an issue or problem. It is very in-demand feature requests for Helix Ultimate/Page Builder:

1. Helix Ultimate - our frequent need is the ability to swap out and display a different menu based on conditions like access and page. The business case is this when a back-office staff access the site the staff should get a menu consisting of the staff's operational need. Currently we have set the accesses for each menu item based on access.
2. Page builder - It will be great is the entire website menu creation with conditional setting be available in Page Builder.
