I think you don't fully understand how it works in Joomla. Ask friends or Arabic Translation Team member about details (https://volunteers.joomla.org/joomlers/1709-ahmad-moussa) . Translations for J! are made by volunteers in their free time.

I think you can. It's managed by Joomla itself. If it was possible in J4 and J5, for sure it's still possible in J6.

I think, you need private tutor who is Experienced Arabic webmaster. It's not releated with template, but Joomla skills itself. Talk with Ahmad Moussa or somebody else. You need 1-2 hours lesson.
