Hi,
if you're using a button addon - it should be OK to link into PDF file even if was uploaded before.
In case of, I share method that always works:
- Using FTP or Joomla Media - upload your pdf file
- Inside button addon put link to it for example /images/pdf/program.pdf
...component is missing - sorry I have no idea why, I don't similar issues using pdf files.

If you use Text addon -- we strongly recommend to use:
- JCE Editor (Pro version is even better for file managment)
- Use file names that DON'T have space inside. Instead of: progam tv show.pdf always use progam_tv_show.pdf OR progam-tv-show.pdf
About default Joomla TinyMCE has limited features if we talk about file managent.

I use JCE - but I get ERROR - component missing as soon as I click on the link button in JCE.
I've never experience this before??
I solved it - by writing the entire filename in code after having transferred the files by FTP. But a little frustrating!

Maybe you should write to JCE support, it's beyond us.
Of course if you use the last version of JCE.

I use JCE - but it's in the text box in Pagebuilder the error happens

I tested on mine SPPB Pro with Text addon and JCE Pro editor (v2.9.9) and file manager with "Insert File" feature just works perfect, as always, for PDF files.

it works on all my other sites - so I'm not going to do more. just frustrating! :-)

Uninstall and install JCE again, if this would not help.... I guess you have to ask JCE developer anyway. His forum is open.
