Local MP4 As Background Not Playing In Mega Inc

A local MP4 as a background (Row Options > Style) is not playing in Mega Inc. A Youtube video, however, does play. I've tried both the short url as well as the full url to the video. This is a fresh install of Joomla 4.0.3.

Accepted AnswerI have download your site backup using Akeeba backup & install on my localhost. It works fine. Will you please contact your hosting provider about this issue?

Accepted AnswerThank you for checking on that. This site is locally hosted on IIS with the latest XAMPP. I know this is out of your area with the template/page builder but could you point me in the right direction as to what might be the cause? Does Apache need to have certain file formats/codecs enabled that might not be during the default install of XAMPP? I appreciate any feedback you can provide.
