Could you kindly let me know where you are trying to download the Templates from? Are you asking about the Layout bundles here? Could you kindly explain a bit more for better understanding?
For layout bundles, import it to SP Page Builder -> Pages. Kindly try clearing your Joomla and browser cache for this issue. If possible, check with a different browser as well.
