Language Not Found In The List

I followed this tutorial https://www.joomshaper.com/blog/how-to-create-a-multilingual-site-in-joomla-4-using-helix-ultimate but I'm already stuck at step 1. The language I am trying to translate, Bahasa Melayu is not in the list. Can someone please help me?

I am not sure about how it can be done without Joomla language pack for the language. Joomla default multilingual site making process needs the language pack to be available. Please search on Joomla Extension Directory for any third-party solution. But I don't think it's possible in easy ways.
