In Online Testers is very good now, "green" pass status if we talk about raw/blank template.
In upcoming more small changes are planned.

There are online testers, for example, Wave and Totally Automated Accessibility Scanner - both are browser addons.
...also Google PageSpeed Insights check Web Accessibility.
there are much more tools.
and local country law regulations that you have to know.

to be more specific: I am looking for a template that is compliant (similar) to WCAG 2.1 at level AA

Choose Helix Ultimate raw, but all the color contrast / fonts settings are on your hands.
And yes, it will pass the test. I did tests already.
