So, if you set it to 1 then it will be visible again. There should be settings available.

However, if you want you may use custom CSS too:

    opacity: 1;
}

Note: Path towards custom CSS(Joomla 3): Extensions>Templates>Styles> Click on your current default template name then choose Template Options. Then find custom CSS within the custom code.

Please check and add it, then save, clear Joomla & Browser cache to check again.
