Mobile Menu And Its Position On Tablet And Mobile (Hope)

J 4.1.5 installed I have the tablet and mobile view shows the hamburger menu and button drops down below the Header section. I want the menu and button to stay within the Header section at all times. I tried with css but no luck. I tried adding a tablet and mobile view by adding a section in template layouts above and then below the Header section, but no luck. Is there a way to achieve this? It is a case of a white hamburger menu on a white page as it is currently.

I see now that it is a new position. Is there a way to move back into the header position? If not what is the name of the position? just, "menu"? How to change the mobile header to show, rather than other position as it stands. Because the menu toggler icon is white in color, it doesn't show when there is a white page background. An override?
