Can you please tell me whether it is possible to make a feedback form in SP Page Builder in a pop-up window?

Order & Install extension: Engage Box - from tassos.gr - I guess, it's the best popup extension for Joomla. Of course you can find & use different one, above is only my private suggestion.
Then inside it you can use any module you want, also SPPB module with Form Builder addon etc.

You can make a popup form via convert forms + free module anywhere
- Make a form in convert forms (enable the module)
- In the SPPB use modal addon with text type
- In the text field, insert the tag {module id123}
