Install Template Artion Languages does Not Work

Hi
I wanted to install an additional language (German) after the basic installation. I got the following error message: https://prnt.sc/mbDYm_tUdJmt
Then I tried to do that in the backend afterwards. I got the following error message: https://prnt.sc/1rkzQg1drVYs
Furthermore, I cannot see and delete the post-installation instructions. https://prnt.sc/aGImzjArbhLJ
It's a real shame that I always have to try the installation packages at least 3 times and then have to call support.

It's looks like question to Joomla Team (forum.joomla.org). Those are Joomla core features / files / resources.
Maybe download German language package manually and install it after. Download section: https://downloads.joomla.org/language-packs/translations-joomla4
