Is there way to expire a row in SPPB Page based on a date? This would be great as I need to add a Seasons Greeting in a row then expire that row after the event.

Sorry, it's not possible. But I can ask for a new feature to be added in near future.
Temporray solution for now, use SPPB module inside template module position. All modules have publication date, and you can even increase those features by Advanced Module Manager (RegularLabs)
OR
do it manually.
