The same thing is happening to me, and I can neither create nor edit pages, I have php 7.4 and joomla 4.2.6 and SP Page Builder 4.0.7, I do not know what to do more, until yesterday it worked fine and today I started to give me the error:

Wrong parameters for Exception([string $message [, long $code [, Throwable $previous = NULL]]])

and I can no longer edit or create pages.

I got the same Error, and the problem was the SP Page wrong Language selection. Open SP Page that does not work, than go to Page Options, and then slect right Language.

In my case, it was Serbian Language Page, and English Language was selected under Page Options. Whec I changed Language to Serbian, it started working...
