Problem With Template "Checked Out" Instead Of "Edit Page"

I don't know if this is the right place for this question. Instead of the "Edit Page" button, I have a padlock and "Checked Out" (as in the picture https://photos.app.goo.gl/JuTDfYZ56F1e68ucA). How to change it? I'm logged in as superuser and it's not working. What permissions do you need to enable editing? I'm having trouble because I can't edit the page. Please help.

Please clear the Global Checkin from the settings. It might help you.
