Unlock Margin & Padding as Standard

Is there a way to unlock the values for margin and padding as standard? In PB4 the values for margin and padding are always protected (with a padlock) by default. Can this be reversed? Thanks very much

I mean the padlock.
Is it possible to set this to be open by default?
