Oh My God, Even Quickstarts Don't Work

I'm trying to install the Empire template quickstart. It unpacks the files and creates the database, then starts over without completing the installation. Joomla! 4

I always get this error when editing or creating a user from the backend:
You have an error in your SQL syntax; check the manual that corresponds to your MariaDB server version for the right syntax to use near ')' at line 3.
