i have a row with a video background. Background video runs instantly on the desktop. On Android Chrome, I must first have to press in row with finger and then, the video starts running.

Autoplaying video is needed user interaction(for example: scrolling) to start on mobile browser. You can check Chrome's Autoplay Policy for example.

Yes, this same for Safari. Those browsers changes are from 2017, not from this year.
