To be honest I am not fully understand your question. In Joomla and SPPB almost everything can be edited-customized and overriden.

Joomla: 3.10.11 SPPB: 4.0.11

2nd link - this is Page Title, but it's used ONLY for admin purposes, if you want to display it on front-end, please add that page to menu and use it inside Menu item settings in:

• Title (or / and)
• Page Display > Browser Page Title
