Can't Add User, Edit Moview Quickstart 4. User's are Also Not Able To Sign Up.

Can't add new user, edit ptofile from Administrator panel after installing Moview quickstart 4 package. User's can't signup too. Whenever anyone want to signup, and administrator wants to edit profile or add an user, we see following messege.

An error has occurred. 0 Call to undefined method Joomla\CMS\Application\AdministratorApplication::isAdmin()
