Is it possible to add a fallback image when a video is added to the Hero section?

That way when a video doesn't load or load fast the section shows something instead of a blank space.

and a question: How to set the background of a video to another color when 'video' is used in the Hero section style? The overlay is also used for more contrast for the content.
