Background Image Link

After using an addon block, which consisted of heading addons with a background image, there was no way to create a link for the entire area of the background image, instead, only for the text heading itself. I have searched the forum and a CSS workaround was listed for the image overlay addon which included a button, but could find no other solution for an addon such as the heading with a background image. Is there a way to accomplish this?

in HTML and CSS in general background cannot be a link, only image or HTML tags, for example.
But if you would add big padding (with %, not px) around heading addon you can increase of active link area, like spilled milk.
the more padding you would use the bigger link area would be. Of course if heading addon is linked.
