Insufficient Permission To Create Configuration.php.

When uploading the Spectrum quickstart into a new directory, I recieve the error message "Insufficient permission to create configuration.php.".

Prior to installing quickstart, I was able to get a fresh install of Joomla 4 to work fine on our server.
