Cannot Set Properties Of Undefined (setting 'external_plugins')

Installed the quickstart package of Doctor
Haven't installed anything else
When I try and edit the Text Block on pages I get: Unhandled Runtime Error: Cannot set properties of undefined (setting 'external_plugins')
On both front end and backend editor.
Joomla and SP Page Builder Pro are up to date
