Yes. In Helix Ultimate > Template Options > Basic (tab) > Social Icons: ON > Module Position: Bottom3 > Save

OR

You can publish SPPB module with group icons addon or Social Module in "bottom3" position.

If you want have social icons in both locations in SMART WAY (top2 and bottom3) - you have to copy HTML code from top2 and use it inside Custom module that will be published on bottom3.
