Unable To Customize Offline Message

I installed the quick start for Investa. The offline message comes up: Thank you for your patience. We're excited to hear from you! you can email us at [email protected]
however I don't see any template settings to customize this message.

Accepted AnswerOther items are not customizing either. Please see attached image. When I customize things such as menu text color, it doesn't update. Notice the template says helix ultimate instead of the menu item options: https://prnt.sc/iZsC6sHeRtlz

Accepted AnswerI found how to customize the offline message, it's a module called error page in position 404. For future reference. I still however have the issues as shown in my other comment. Color updates not happening, etc.
