Yes, there are a few trusted extension Cookie blocker / GDPR. You can find them on Joomla Extension Directory - read desciptions and reviews to decide.

For example: CookieHint, Cookies CK, etc.

Of course create separate page or article with Cookie Policy text, and add link to it to bottom or footer menu. Give this text to your lawyer for review. This is important to be protected from lawsuit.
